Community Reinvestment Program Manager

 Job Summary

The Community Reinvestment Program Manager will work directly with the Director of Corporate Responsibility/CRA Officer administering all aspects of the Community Reinvestment Act (CRA) program. This position will support the CRA Officer in developing and implementing community impact programs and meeting CRA goals. They are responsible for collecting, validating, and reporting loans, community services, investments, and donations to ensure timely CRA submission.

The Program Manager will directly contribute to the Bank’s broader corporate responsibility strategy including philanthropic investments, stakeholder engagement, board service, and volunteerism. The successful candidate is a self-motivated individual who has a passion for economic inclusion and a desire to become an expert in the high-demand and evolving field of community reinvestment. The skill sets and experience gained from this role will position the person for leadership roles in the finance industry.

Responsibilities and Duties

Data Management and Reporting:

  • Manage the operational aspects of the CRA Program, which includes data collection, validation, analysis, and reporting
  • Coordinate CRA data collection across all lines of businesses
  • Import data into CRA systems, run edit checks, and scrub data for errors
  • Resolve all data integrity errors and remediate found errors with business units and core application to ensure data integrity
  • Conduct loan file reviews to validate accuracy and completeness of data and remediate errors
  • Manage monthly CRA reporting internally and externally and prepare materials for quarterly meetings
  • Track and review volunteerism, board service, and philanthropic investments
  • Update and maintain the Bank’s CRA Public File [regulatory requirement] including branch notices
  • Prepare and submit CRA data annually
  • Support preparation efforts for CRA regulatory exams and internal self-assessment and audits, including the collection of information, materials, and other data

Program Management:

  • Maintain operating procedures for the CRA data collection process
  • Support enterprise-wide initiatives to educate bankers and associates on CRA
  • Actively monitor regulatory changes and work closely with the CRA Officer and Chief Compliance Officer to inform senior leadership and recommend/implement new procedures
  • Exercise thought leadership and initiative in developing and implementing the Bank’s change management efforts to address regulatory changes
  • Provide guidance and support regarding community reinvestment activities, including strategic lending and investments, community impact, and stakeholder engagement
  • Attend community reinvestment meetings, e.g., FDIC/OCC events and community convenings to stay informed of local initiatives and build relationships with key stakeholders
  • Prioritize risk management and proactively monitor and lift potential risks to the Bank
  • Manage relationship with the CRA software vendors
  • Assist in updating the CRA policies and/or risk assessment procedures, as needed 
  • Maintain compliance by reading and adhering to all applicable bank policies and procedures and completing required training
  • All other tasks, responsibilities, or duties, as directed by management

Qualifications and Skills

Required:

  • Bachelor’s degree (or higher) in Business, Finance, Data Science, other relevant fields of study is preferred. High School diploma or GED and relevant work experience is required.
  • Three to five (3-5) years of experience in banking, data management, research, change management or any combination of the four
  • Experience with regulatory compliance of banking laws and regulations. CRA experience, preferred.
  • Knowledge of consumer protection laws and regulations; lending practices; and community and economic development issues
  • Excellent analytical, investigative, and problem-solving skills with attention to detail and concern for data accuracy
  • Working knowledge of multifaceted database systems
  • Ability to engage and collaborate with a variety of internal and external stakeholders to communicate issues, leverage insights, and share expertise to influence decisions
  • Desire to become a subject matter expert in CRA legacy rule; 1071 and CRA modernization
  • Excellent written and verbal communication skills
  • Proven success as a team player, with ability to build collaborative relationships across functions and all levels of seniority
  • Ability to function effectively in a dynamic and evolving work environment
  • Proficient in Excel, PowerPoint, and other Microsoft Office products

Preferred:

  • Bank examination experience
  • Experience with CRA data management applications, such as CRA Wiz, RiskExec, NComply, or Kadince
  • Experience leading change management initiatives

Work location: Cogent is a Florida-based bank with offices in Orlando, Naples, Ft. Myers, Bradenton, Tampa Bay, Clearwater, Ocala, and Jacksonville. Ability to work in-person at one of our offices in preferred, but consideration will be given to qualified remote candidates.
