Michael brings 36 years of experience to his role as Public Finance Manager here at Cogent, specializing in public finance, syndications, and capital raising solutions. He possesses a broad range of experience in sales, credit, syndication, tax, and legal dealings, including direct experience with tax-exempt municipal leases, loans, and privately placed bonds.  He also has an extensive background in renewable energy financing from solar PPAs and real estate to capital equipment and technology financing. Michael has structured and financed over $1 billion in financings in the last five years alone. 

Michael honorably served as an officer in the Army National Guard / Reserves, 29th Light Infantry Division. He received his Bachelor of Arts in Marketing and Business from Loyola College in Baltimore as a recipient of a full Army ROTC Scholarship, as well as his MBA from the University of Baltimore. He is an active member of the Association for Governmental Leasing and Financing.  

What does Michael love most about his work? That “public finance provides capital for governments (states, cities, school districts, etc.)  on a nationwide basis. Our loans directly benefit citizens by financing essential-use capital equipment (fire trucks, police cars, public works, building improvements, etc.) that we all rely upon.” 

Michael believes the best way to live one’s life is to “work hard, treat others the way you’d like to be treated, develop relationships, and love what you do,” and he strives to follow this advice in and outside of the office. 

A resident of Charleston, South Carolina for ten years, Michael is married to Diane Horkey who works as an administrative assistant. They have three children: Mitch Horkey, a Navy Veteran currently completing his master’s degree, Gavin Horkey, employed by BMW and studying for his BMW Master Technician Certification, and Sam Horkey, in medical school at the University of South Carolina.  

Michael is a founder of the Cathedral of St. John the Baptist Knights of Columbus Council 01776 in Charleston, working to serve the city’s needy and homeless populations with shelter, basic services, food drives, clothing drives, and more. Michael also served as the Campaign Tri-Chair for the refurbishment of the historic St. John the Baptist Cathedral in Charleston, helping to raise money to reconstruct and repair the building and bring it back to its former condition. 

When not spending time with his family and friends or volunteering to better his community, Michael enjoys traveling, fishing, and carpentry.
